Jobcenter vereinfacht mit blueEvo die Verwaltung von Zutrittsrechten

One system for eight locations

Jobcentre simplifies the administration of access rights with blueEvo

The Rhein-Sieg Jobcentre looks after almost 38,000 people at eight locations. With the introduction of a desk-sharing model, the requirements for workplaces and access to buildings have also changed over the past few years. The 560 employees should be able to work flexibly across all locations and work areas in the Rhein-Sieg district. For this, the jobcentre needed a uniform and centrally manageable solution.

Previously, the jobcentre buildings were equipped with mechanical locking systems. We only have rented properties, and most already have locking systems installed. “Ultimately, there were eight keys, which were always taken by whoever needed them at the time,” explained Christof Reinholz, an infrastructure services specialist at the Rhein-Sieg Jobcentre. The mechanical access solution had thus reached its limits. The jobcentre therefore decided to gradually switch to the Winkhaus blueEvo electronic locking system for access control.

Whilst the head office in Troisdorf was a newly built, rented property, the other sites involved existing buildings. In the first phase of the project, the team installed almost 190 electronic locking cylinders and 40 electronic door handle fittings within six months. The system is supplemented by 14 upload readers and offline readers for the automatic doors in the entrance areas. There are currently 650 electronic keys registered in the system. The buildings are being fitted out in stages, and the work is expected to be completed by the end of 2027.

During the project planning phase, a particular challenge was identifying suitable solutions for escape routes and fire doors, and then selecting the best option for each application. This is why a combination of electronic cylinders, access readers and electronic door handle fittings is used.

Access rights are managed centrally in Troisdorf, for all locations. Authorisations can be assigned and adjusted there. Furthermore, virtual networking allows lost keys to be deactivated and access authorisations to be changed without manually programming the plug-and-play door components. The authorisations are updated daily via the upload readers. This means that employees can access authorised locations and work areas more flexibly, without the need to carry around several mechanical keys.

Konntec, a specialist installer of Winkhaus products, collaborated with Winkhaus to carry out the technical implementation. A direct installation in the IT infrastructure of the employment agency was not possible. For this reason, a dedicated network was set up for blueEvo. This network connects upload readers and the server in different locations. Konntec’s services included planning and setting up the IT infrastructure, measurement work, installation, and initial programming. The system is hosted by the installer, while administration is possible via a web browser.

“I was impressed by the user-friendly software. It has a modern design and access authorisations can be assigned and revoked with just a few clicks. This makes it essentially intuitive,” says Reinholz. With blueEvo, the Rhein-Sieg Jobcentre has a uniform and centrally managed access control system. The solution reduces the administrative burden, supports flexible working practices and can be gradually expanded to cover further doors and areas.
